The rationale section of the rule notes that the rule was passed to create "parity with the Extemnporaneous Speaking rules passed at the last CSSC meeting..." Nor has any change in this regard been recorded in the actual CHSSA rules. (By contrast the new rule about handwritten citations has now finally been published.) Please do check my facts.
